The concept of a culturally sensitive approach to justice support programs was first brought forward in the 1990's after Donald Marshall Junior was found wrongly accused of murder and released from prison. From this decision came the Donald Marshall inquiry. A Tripartite relationship was formed between the provincial government, federal government and the First Nations people to discuss recommendations from the inquiry for protecting the rights of Aboriginal people in the justice system. Recommendations from the inquiry include having Native translators for the courtroom, creating sentencing circle protocol, reintegrating offenders into communities, youth criminal justice initiatives, among other suggestions. In 2001 The CMM revisited the proposal and launched the MLSN.

The Mi'kmaw Legal Support Network (MLSN) is the umbrella operation from which culturally appropriate, justice related projects and programs are developed and implemented. The administration of MLSN is operated through The CMM with staff in Millbrook, Halifax and Eskasoni. MLSN services are available to all Aboriginal people residing in Nova Scotia. Two programs currently offered by the MLSN are the Mi'kmaw Court Worker Program and the Mi'kmaw Customary Law Program (MCLP).

In 2002 The CMM partnered with Nova Scotia Community College to develop a customized training program to educate Mi'kmaq Court Workers. Several graduates were contracted to The CMM to launch the Mi'kmaw Court Worker Program. The purpose of the program is to provide a better understanding of the court process to Mi'kmaw/Aboriginal clients. Court Workers help bridge the gaps and eliminate cultural barriers between the justice system and the Mi'kmaw people.

The Mi'kmaw Customary Law Program (MCLP) is a culturally appropriate restorative justice program. The program facilitates sentencing circles, community placements and referrals to other programs and services.
